When you have a regular folder selected, selecting Folder > Upgrade to Work Area opens the Work Area Creation Wizard, which then walks you through the process of transforming the selected folder into a work area.

When you have a work area selected, the menu item name changes to Revert to Folder. Selecting this lets you convert a work area to a regular folder.
